Having trouble balancing your budget?  

House Enrolled Act 1001 has several fundamental goals. One such goal was to encourage municipalities to move away from a heavy reliance on property taxes to fund their budgets and towards more diverse revenue streams. The adopted solution includes property tax caps, which will leave many communities with foreseeable budgetary shortfalls in 2009 and 2010. With budget preparation for 2009 already underway, there is no better time to look at some tools to help balance the budget.

Creating a vision for your organization, part 2  

In our last issue of Footnotes, we explained that your vision process is the first step to a solid strategic plan. Your vision is like an agreement: explicitly stated and shared by a significant number of participants within your organization. It should blend values, beliefs, purposes and goals and provide a clear reference point for members of the organization when making decisions. This vision must be clear enough to enable participants to make choices that move the organization toward achieving values, beliefs purposes or goals.
