 Protection of the public interest is a basic tenet of society. Since the beginning of civilization, good governments have enacted laws protecting the health and welfare of the public. The public interest warrants the licensing and regulation of persons professing expertise in accounting who perform professional accounting services, including the expression of opinions on financial statements and other information upon which the public necessarily relies.
