| The new referendum process |

Fourth in a series of articles about Indiana's property tax changes.
House Enrolled Act (HEA) 1001, passed in this year's short session of the Indiana General Assembly, is the most massive change in local government funding since the Bowen Tax Package in the 1970s. It established a referendum process for controlled projects of specific values. For most local government units, the referendum applies to controlled projects of over $12 million and above or that constitute 1% of a unit's assessed value, whichever is less (but not less than $1 million). For school districts it applies to elementary school academic projects greater than $10 million and high school academic facilities greater than $20 million. Projects may not be artificially divided to avoid a referendum.
